

The Existing Site
Northstone - Horwich
The site is located to the west of 59 Blackburn Road and extends to a total of 1.81 ha. It comprises agricultural land which has been released from the Green Belt under the Rossendale Local Plan 2019 to 2036, adopted on 15th December 2021, to form part of the housing allocation H66 – Land West of Market Street, Edenfield. The site forms the northern most part of the H66 allocation.

Directly adjacent to the south of the site, Northstone have recently secured planning permission from RBC (planning ref: 2023/0396) for 50 no. homes and local infrastructure project on land adjacent to Blackburn and Burnley Road.



Planning Designations
The site is allocated in the Rossendale Local Plan (Site Ref: H66 ‘Land West of Market Street, Edenfield’) with an indicative yield of 400 homes in the plan period (2019-2036).

The site is within a Coal Authority (low risk) reporting area, however there are no statutory designations that would prevent the bringing forwards of development at this site.

2020/0477- Outline application (all matters reserved) for up to 6 dwellings on land adjacent 59 Blackburn Road. Refused 23 April 2021

2023/0396 – Full planning application for 50 no. homes and local infrastructure project on land adjacent to Blackburn and Burnley Road. Application is located to the south of the site within the H66 allocation. Approved with Conditions on 25th July 2025.

2022/0015 – Outline application (all matters reserved) for up to 6 dwellings on land adjacent 59 Blackburn Road. Committee minded to approve subject to a S106 Agreement and conditions on 28th June 2022. Withdrawn 30th July 2025.

2022/0451 – Full planning application for the erection of 238 no. residential dwellings and all associated works, including new access, landscaping and public open space. is located to the south of the site within the wider H66 allocation. Approved at Committee subject to the signing of an S106 agreement on the 7th October 2025.
