Proposals
Northstone are progressing a detailed planning application to bring forward 46 no. homes at land at Blackburn Road, Edenfield. Please refer to the below proposed site layout.

The site represents a design continuation from the adjacent site in accordance with the approved Masterplan for allocation H66. The layout has been designed to provide easy site navigation, and integrate green space and connectivity throughout.
Overall, the scheme seeks to deliver a residential mix that aligns with local need with 1 – 4 bedroom properties proposed. The proposed development will deliver 30% of the total on-site units as affordable. This equates to 14 no. dwellings in total.


Design and Appearance
The proposed development will deliver high-quality housing which reflects the local character. As part of the forthcoming application, a detailed house type pack with materials palette will be submitted. For the purposes of this public consultation, indicative proposed house types from Phase 1 are provided below for comment.
The houses will include a mix from 1 bedroom apartments, 2 bedroom bungalows and 2-4 bedroom houses. This mix is in line with the local demand and reflects the existing stock of housing in the area.
The proposed housing development will include both affordable and market housing, which is designed to be tenure blind. This means you won’t be able to tell if something is for affordable use or market sale.



Transport
The majority of the site will be accessed safely via the approved access to the southern parcel, also being brought forward by Northstone. The internal road will lead north, with additional private drives serving properties fronting west. Properties fronting Blackburn Road are served by secondary access to parking courts along the road, proposed in 3 places.

Pedestrian access is provided throughout the site, with footpaths connecting access off Blackburn Road to the primary internal road, as well as additional paths through the public open space.

The proposed development promotes active travel and pedestrian-led movement through the delivery of a number of footways.
As part of the forthcoming planning application, Northstone will be submitting a full transport assessment. This report will survey the surrounding road network and will provide evidence to confirm that the proposed development is acceptable from a highways point of view.
Landscape and Ecology
As part of the proposed development, enhancements will be made to the existing landscape. The landscape scheme seeks to retain and enhance the existing tree and scrub area to the north of the site, and proposes additional tree planting throughout. Each dwelling will have allocated garden space with access to wider amenity and open space areas located to the centre and south east of the site. A full detailed landscaping scheme will be included with the full planning application, please refer to the indicative green infrastructure plan below. ​

​A full detailed ecology assessment has been undertaken on the site. This will ensure that any ecological features are noted and then the proposed development will seek to protect these. In line with the Environment Act (2021) there is a requirement to provide a ‘Biodiversity Net Gain’ on the site. Northstone are working with the ecologists and the Council to confirm how this gain will be delivered.
Heritage
Allocation H66 requires development to conserve and where possible enhance local heritage assets including Edenfield Parish Church, Chatterton Hey, Mushroom House and the former Vicarage. The site is physically and visually separated from the assets by the southern parcel, also being brought forward by Northstone, however full consideration has been given to the importance of heritage.

The design of the scheme represents a continuation of the southern parcel, and materials include a range of traditional stone, stone facing and buff brick properties, with distribution of stone to focus in prominent areas. Additional stone detailing consistent with the adjacent site is incorporated including stone coins and stone heads and/or sills to all street facing elevations. Northstone has instructed a heritage assessment to support the application, demonstrating that the site will not have an adverse impact on heritage.
Sustainability
The proposed development has been designed to promote sustainable development and living. The measures included within the design of the development include:

High levels of landscaping and planting;
